MONROVIA – President Joseph Nyuma Boakai has announced a series of key appointments at the National Investment Commission and the Ministry of State for Presidential Affairs while establishing a high-level Project Steering Committee to oversee one of Liberia’s most ambitious road infrastructure initiatives.
Officials say the appointments, announced Wednesday by the Executive Mansion, are part of the administration’s ongoing efforts to strengthen public sector performance and accelerate implementation of its development agenda under the ARREST Agenda for Inclusive Development.
In a major reshuffle at the National Investment Commission, President Boakai appointed former Presidential Economic Advisor Morley P. Kamara as Chairman of the Commission. He also named Caroline Bowah as Executive Director of the NIC.
Meanwhile, former NIC Chairman Jeff B. Blibo has been reassigned to the Ministry of State for Presidential Affairs, where he will serve as Investment and Economic Advisor to the President.
The appointments come as the administration seeks to boost investment promotion and strengthen economic policy coordination amid growing expectations for job creation, infrastructure expansion, and private-sector growth.
Beyond the personnel changes, President Boakai also announced the creation of a Project Steering Committee (PSC) tasked with providing strategic oversight for the pavement of approximately 255 kilometers of key primary road corridors across Liberia.
The Committee will serve as the Government’s principal coordinating body for managing activities related to the road concession project and ensuring compliance with obligations outlined in the concession agreement.
According to the Executive Mansion, the Ministry of Public Works will chair the Committee, while the Ministry of Finance and Development Planning will serve as Co-Chair.
Other members include representatives from the Ministry of State for Presidential Affairs, Ministry of Transport, Ministry of Justice, National Road Fund, National Investment Commission, Liberia Revenue Authority, and the concessionaire responsible for implementing the project.
Government officials say additional ministries, agencies, and technical experts may be invited to participate as needed to address specialized issues arising during implementation.
The PSC will be responsible for providing strategic direction, monitoring government commitments under the concession agreement, facilitating coordination among institutions, identifying implementation bottlenecks, and submitting periodic progress reports directly to the Office of the President.
The Ministry of Public Works will also serve as the Committee’s Secretariat, coordinating meetings, maintaining official records, and facilitating communication among stakeholders.
President Boakai has urged the newly appointed officials and committee members to perform their duties with diligence, professionalism, and dedication to national service.
The establishment of the Steering Committee underscores the administration’s determination to ensure the timely execution of major infrastructure projects viewed as critical to improving connectivity, enhancing economic activity, and supporting national development.
The road initiative is expected to play a significant role in expanding transportation access across the country while reinforcing the government’s broader commitment to infrastructure modernization and economic transformation.
