MONROVIA — The Environmental Protection Agency (EPA) of Liberia has commended President Joseph Nyuma Boakai and the Government of Liberia following the commissioning of the country’s first utility-scale 20-megawatt solar power plant, describing the development as a historic milestone in Liberia’s pursuit of sustainable energy, climate resilience, and economic transformation.

The solar power facility, located in Harrisburg, Montserrado County, was officially commissioned on June 7, 2026, marking a significant achievement in Liberia’s energy sector.
The project is expected to expand access to electricity, strengthen national energy security, reduce dependence on fossil fuels, and support the country’s broader environmental and development objectives.
In a statement issued following the commissioning ceremony, the EPA described the project as a clear demonstration of the Boakai administration’s commitment to implementing practical solutions aimed at addressing the country’s long-standing energy challenges while simultaneously advancing climate action and environmental sustainability.
According to the EPA, the solar power project represents a major step toward achieving Liberia’s updated Nationally Determined Contribution under the Paris Agreement. The country has pledged to reduce greenhouse gas emissions by 64 percent by 2035, a target that requires substantial investments in renewable energy infrastructure and climate-smart development initiatives.
The agency noted that expanding renewable energy generation remains one of the most effective pathways toward reducing emissions while creating economic opportunities for citizens. Environmental experts have long argued that increased investment in solar power and other clean energy technologies can help Liberia address energy shortages while promoting sustainable development.
Beyond its environmental significance, the EPA emphasized the economic and social benefits expected from the project. The agency noted that improved electricity generation can stimulate business growth, attract investment, improve healthcare delivery, strengthen educational institutions, and create employment opportunities across various sectors of the economy.
The EPA also praised the collaborative efforts that contributed to the successful implementation of the project. The agency specifically acknowledged the Liberia Electricity Corporation, the Ministry of Mines and Energy, the Ministry of Finance and Development Planning, development partners, technical experts, and other stakeholders whose contributions helped bring the project to completion.
Environmental observers say the commissioning of the solar plant sends a strong signal that Liberia is gradually embracing cleaner and more sustainable energy solutions. They note that the project comes at a critical time when countries around the world are accelerating efforts to transition away from carbon-intensive energy sources in response to growing concerns about climate change.
As part of its recommendations, the EPA encouraged the Government of Liberia to build on the momentum generated by the project by expanding renewable energy investments across the country. The agency emphasized the need for additional solar installations, energy storage systems, stronger transmission networks, and decentralized energy solutions capable of serving remote communities.
Speaking on the significance of the project, EPA Executive Director Dr. Emmanuel K. Urey Yarkpawolo described the solar power plant as one of the most important environmental and developmental achievements recorded by the country in recent years. He said the project demonstrates what can be accomplished when political leadership is matched with a clear national vision and effective collaboration among public institutions and development partners.
Dr. Yarkpawolo praised President Boakai for prioritizing investments that address both economic development and environmental sustainability. According to him, the commissioning of the solar facility reflects the administration’s determination to pursue development initiatives capable of producing long-term benefits for current and future generations of Liberians.
“This project represents far more than the generation of electricity. It symbolizes a national commitment to sustainable development, environmental responsibility, and climate resilience. President Boakai and his administration deserve commendation for supporting initiatives that position Liberia on a pathway toward a greener and more prosperous future,” Dr. Yarkpawolo said.
The EPA Executive Director further stated that the solar power plant provides tangible evidence that Liberia can successfully pursue economic growth while protecting the environment. He noted that balancing development with environmental stewardship remains one of the central challenges confronting many developing countries and argued that the Harrisburg project demonstrates Liberia’s ability to achieve both objectives simultaneously.
According to Dr. Yarkpawolo, the project also reinforces Liberia’s credibility within the international climate community by demonstrating concrete action toward fulfilling commitments made under global climate agreements. He said development partners and investors are increasingly looking for evidence of environmental responsibility when making investment decisions, making projects such as the solar facility strategically important for the country’s future.
“The commissioning of this facility sends a powerful message to the world that Liberia is serious about renewable energy, climate action, and sustainable economic growth. It shows that our nation is prepared to embrace innovative solutions that benefit our people while safeguarding our environment,” he added.
The EPA further noted that renewable energy investments will play a critical role in supporting the implementation of the Government’s ARREST Agenda for Inclusive Development. Officials believe reliable and affordable electricity remains essential for industrial expansion, job creation, improved public services, and enhanced living standards throughout the country.
