Capitol Hill, Monrovia – The House of Representatives has officially pardoned Bong County Electoral District #3 Representative J. Marvin Cole after he appeared before Plenary and expressed remorse for his wrongdoing.

The decision was rendered in favor of the Bong County lawmaker during the 10th day sitting of the second quarter of the 3rd session of the House of Representatives of the 55th Legislature, after he offered a formal apology for his actions.
After being joined by compatriot’s lawmakers from Bong County, who also expressed apology on his behalf, the matter has now been brought to a close after plenary accepted the move, which was subsequently endorsed by Speaker Richard Nagbe Koon.
Plenary’s action followed recommendations from the House Committee on Rules, Order and Administration, which reviewed several disciplinary matters involving members of the Legislature.
In granting the pardon, members of the House recognized Representative Cole’s willingness to take responsibility for his actions and demonstrate respect for the institution’s rules and procedures.
It can be recalled that Rep. Cole was ordered investigated for occupying the seat of Speaker Koon and criticizing the Speaker and colleagues for consistently coming to do the Liberian people’s business very late, an action Speaker Koon and members believe has the propensity to bring the entire chambers to public disrepute.
While Rep. Cole was granted a pardon after acknowledging his conduct and seeking forgiveness from his colleagues, two other lawmakers are expected to face disciplinary measures for separate violations.
Lawmakers involved include Bomi County District #3 Representative Sam P. Jallah and Gbarpolu County District #2 Representative Luther S. Collins for conduct determined to be harmful to the image and integrity of the Legislature.
Rep. Collins was investigated following a complaint filed by Montserrado County District #8 Representative Prince Toles, who accused him of physically assaulting him during a legislative session.
According to the Committee’s report, House leadership had earlier directed Rep. Collins to issue a written apology and publish it in local newspapers.
However, the lawmaker reportedly failed to comply despite repeated reminders from the Speaker.
Following its investigation, the Committee concluded that Rep. Collins violated the Standing Rules and Procedures of the House and recommended that disciplinary action be taken against him pursuant to Rule 48.1.
The Committee also reviewed the conduct of Rep. Jallah and determined that his actions were unbecoming of a member of the House.
However, investigators noted that he demonstrated remorse during the proceedings.
Based on that finding, the Committee recommended that Rep. Jallah submit a formal letter of apology to Plenary and publish the apology in a local daily newspaper for one day, with proof of publication to be submitted to the Office of the Chief Clerk.
The House said the actions are intended to preserve the dignity, integrity and authority of the Legislature while serving as a warning against future violations of its rules and procedures.
