
PALALA, Bong County — A significant milestone in the effort to strengthen rural healthcare delivery was achieved on Monday, June 1, as the Bong County Health Team, in collaboration with Bong County District One Representative Prince K. Koinah, local authorities, and community residents, broke ground for the construction of a six-bedroom self-contained staff quarters at the Palala Clinic.

The project, valued at approximately US$48,167, is expected to improve accommodation for healthcare workers and enhance the quality and consistency of medical services available to residents of Palala and surrounding communities.
The ground breaking ceremony brought together health officials, community leaders, residents, and representatives of Success Construction and Engineering Company Inc., the firm contracted to execute the project.
Providing an overview of the initiative, Bong County Health Team Administrator Sam Siakor explained that the project emerged from discussions between county health authorities and Representative Koinah on how best to utilize resources allocated to health facilities in District One.
According to Siakor, Representative Koinah previously secured US$10,000 each for the Palala Clinic and the Saywehta Health Facility through legislative budgetary interventions. Following consultations with health authorities and community stakeholders, a decision was made to invest the funds in a long-term infrastructure project rather than direct expenditure.
“We carefully examined the challenges facing our health facilities and realized that accommodation remains one of the biggest obstacles to attracting and retaining healthcare workers in rural communities,” Siakor said. “Many health professionals are unwilling to accept assignments in remote areas because they have nowhere decent and secure to live. This project directly addresses that challenge.”
He added, “The staff quarters will provide six self-contained units equipped with private bathrooms, kitchens, and living spaces. It is not just a building; it is an investment in healthcare delivery. When healthcare workers have decent accommodation, they can focus on serving patients effectively, remain committed to their assignments, and provide better healthcare outcomes for our people.”
Siakor, however, disclosed that while construction is commencing, the available funding remains insufficient to fully complete the project.
“The estimated cost of this project is US$48,167, and we still face a funding gap,” he noted. “We are appealing to Representative Koinah, citizens of the district, development partners, and well-meaning individuals to join this effort. Together, we can ensure that this important project is completed and becomes a lasting asset for the people of Palala.”
For his part, Bong County Health Officer Dr. Daanue Paye Zuogbaye called for strong community participation and ownership of the project.
“This project belongs to the people of Palala. The government and our partners can provide technical support, but community involvement is what guarantees sustainability,” Dr. Zuogbaye said. “If residents contribute materials such as sand, rocks, planks, and labor, we can significantly reduce costs and speed up construction.”
He continued, “Healthcare development is not solely the responsibility of government. Communities that actively participate in projects tend to protect and sustain them. We want every resident to feel that they have a stake in this facility because the ultimate beneficiaries will be the families and children who depend on this clinic for healthcare services.”
The County Health Officer further emphasized that improved accommodation would help attract qualified medical personnel to the area.
“When health workers know they have safe and comfortable housing, they are more willing to remain in rural communities for longer periods. This means improved continuity of care, reduced staff turnover, and better health outcomes for residents,” he stated.
Meanwhile, Success Construction and Engineering Company Inc. pledged to involve local residents throughout the construction process.
Speaking on behalf of the company, Administrator Sam Livingston assured community members that local labor would be prioritized wherever possible.
“As a company, we believe development projects should create opportunities for the communities where they are implemented,” Livingston said. “We intend to work closely with local residents and employ qualified workers from this area to participate in the construction process.”
Livingston added, “This community is special to me because I spent part of my educational journey here. That personal connection gives me even greater motivation to ensure that this project is executed professionally and delivered according to acceptable standards.”
He also urged residents to safeguard project materials and support the workforce. “We need the cooperation of every resident. Construction materials must be protected, and the workers must be supported. When communities and contractors work together, projects are completed faster and with better results. This facility belongs to all of us, and we must collectively ensure its success,” he said.
Representative Prince K. Koinah described the ground breaking ceremony as another important step in his broader vision of improving healthcare and educational infrastructure throughout District One.
The lawmaker explained that the initial allocation to the Palala Clinic was designed as a pilot initiative to demonstrate how targeted investments can produce meaningful and lasting results for local communities.
“I am pleased that the resources we secured are being transformed into something tangible that people can see and benefit from for many years to come,” Rep. Koinah said. “This project is not simply about constructing a building. It is about creating conditions that allow healthcare professionals to remain in our communities and provide quality services to our people.”

Rep. Koinah further highlighted several other development initiatives he has supported across the district, including educational assistance, healthcare investments, and road rehabilitation efforts.
He pledged to continue mobilizing support to ensure the successful completion of the project and immediately donated 2,000 concrete blocks toward the construction effort.
“We are not going to rely solely on government budget allocations,” he said. “We will continue seeking additional support from partners, friends, and stakeholders who share our commitment to improving the lives of our people. This project must be completed, and we will do everything possible to make that happen.”
Reflecting on the ground breaking ceremony, Rep. Koinah said he was deeply encouraged by the level of community participation and support shown by residents.
“Breaking ground for a healthcare project is always a special moment because it represents hope and progress,” he stated. “When I look at this site today, I do not simply see a future staff quarters. I see a future where healthcare workers can serve comfortably, where patients receive better care, and where families can have greater confidence in their local health system.”
The lawmaker said the project symbolizes a commitment to addressing longstanding challenges faced by rural communities. “For too long, many rural communities have struggled with limited access to quality healthcare services. One of the reasons is that healthcare workers often lack adequate housing and basic amenities. This project is a practical solution to a real problem, and I am proud that we are taking meaningful steps toward improving the situation.”
Rep. Koinah also expressed optimism about the long-term impact of the initiative on residents. “My hope is that this facility will help attract and retain qualified health professionals who will dedicate themselves to serving our people. When healthcare services improve, the entire community benefits. Children receive better care, expectant mothers have greater access to treatment, and families gain peace of mind knowing that quality healthcare is available closer to home.”
